Parliamentary Commissioner for the Environment Simon Upton proposes ringfencing long-term funding for environmental research, and recommends it be distributed through a new Environmental Research Council – similar to how health research funding is managed. He also recommends funding decisions more strongly integrate mātauranga Māori.
